Section 7 — Key Analytical Judgment (extract) 9 May 2026 · Day 71
Iran’s non-response to the US proposal is itself a tactical signal

As of the close of the reporting window, Iran had not formally responded to the 14-point US MOU proposal despite the US expecting a response on 8 May Washington time. This is not diplomatic paralysis; it is a deliberate negotiating posture. By withholding a formal response while continuing military operations in Hormuz, Iran maintains pressure on the US to make further concessions before Tehran commits to anything.

For UAE businesses, the practical implication is that the diplomatic timeline remains undefined. Do not treat the absence of a formal Iranian rejection as evidence that a deal is imminent; treat it as evidence that Iran is extracting additional value from the process before committing.
